If elected, DeFrank says, he will forgo the lawmaker per diem (which, on average, is $29,000 a year). DeFrank also backs a proposal by Assembly Member Shannon Grove, R-Bakersfield, to make the Legislature part time. DeFrank sounds like he wants to be a real citizen legislator.
